K.V. Demidova Assessment of the impact of large investment projectsfor the development of the economy of municipalitiesin the regions of Eastern Siberia

The article correlates the dynamics of investment in the municipalities of Krasnoyarsk Krai, Irkutsk Oblast, and the Republic of Khakassia, where large investment projects are implemented, and the dynamics of their economy’s dependence on the production sector during the implementation of investment projects. It is shown that the dynamics is determined by the phase of project implementation, its type and the level of the initial economic base of the municipality. Projects begin to influence the level of dependence of municipal economies on the production sector starting from the investment phase, when activities in the field of construction, transport, repair are activated. At the investment phase, the level of economic dependence may no longer be reduced due to the start-up of enterprises. The impact of the project is more noticeable for less developed areas, which is associated with a “low” base effect, while for urban districts the effect is “diluted” or more strongly reflected in the tertiary sector. In the case of projects for modernization and reconstruction of existing plants, the effect during the investment phase can be negative, as the implementation of projects involves the suspension of some equipment, but after the end of the investment phase it is the greatest for the economy with a “high” base, and more complex, reflecting on the system of service industries formed during the operation of the enterprise.
